Agency social workers, are they entitled to the same structure of supervision as permanent social workers?

I recently had a conversation with a social work manager who informed that agency social workers are not privy to the same supervision structures as permanent social workers. (This cannot be right).

Surely social workers who are qualified, registered with the General Social Care Council are regardless of who they are employed by are entitled to supervision whereby an agenda is set and it is signed by both parties and distributed - afterall it amounts to good practice.

Agency social workers, are they entitled to the same structure of supervision as permanent social workers?
In general an agency would want to provide good supervision to all workers as supervision is critical for quality work (regardless of field of practice). Now, it is also true that the type, level and kind of supervision may vary and who the supervision is done by. It may be that your agency does not want to pay for "clinical" supervision for staff who are not permanent. DA
